INTRODUCTION:  

Fort Funston Dog Walkers and San Francisco Dog Owners Group (SFDOG) respectfully submit this presentation in opposition to the Proposed Habitat Protection Closure at Fort Funston.  A map showing the proposed closure follows this Introduction.

In our presentation, we introduce you to Fort Funston Dog Walkers and once again make clear our willingness to continue to do all that we can to make Fort Funston a better place for all visitors.   We then set forth the results of a public use survey conducted at Fort Funston, which confirms that dog walkers are indeed the primary user group at Fort Funston.

Most important is our examination of the scientific bases upon which the proposed closure is premised.  With the assistance of well-credentialed experts, we examined the underlying science and conclude that, in many cases, the scientific bases for the proposed closure are grossly erroneous.  In our view, the closure was intended from the start simply to create wildlife habitat, and the scientific reasons were developed after the fact to justify the closure.  They simply do not hold up to scrutiny.

Equally important is our examination of the enabling legislation.  We believe that the proposed closure is completely inconsistent with both the intent of Congress, as set forth in the enabling legislation, as well as the intent of the City and County of San Francisco, when it deeded Fort Funston to the federal government.

Of particular significance in this presentation are copies of some of the letters submitted to the General Superintendent protesting this closure.  These letters reflect the heart and soul of this controversy.  These letters make it clear that Fort Funston is a public park, to be used and enjoyed freely and forever by the residents of the Bay Area.  They express the deep sense of sadness over the proposed closure.

Last, we explain the “Fort Fun!” dog, which we display on the t-shirts and sweatshirts we wear proudly.
